A rusted-through structure doesn't always need a full rebuild. Sometimes it does. The honest answer depends on the steel's actual condition, the building it hangs from, and, if that building carries landmark status, what the Landmarks Preservation Commission will allow.

Repair vs. Restoration
Not every fire escape that looks bad needs to come apart. The right answer usually falls into one of four categories:
a few isolated rust spots on an otherwise sound structure
corrosion has spread across multiple components, or brackets and connections have weakened
the steel has thinned enough to compromise load capacity
the frame has failed structurally and saving it no longer makes sense
We won't guess which category yours falls into over the phone, and you shouldn't have to guess either. What looks like a lost cause from the sidewalk sometimes isn't, and what looks fine from six feet away sometimes is. An on-site assessment settles it. So this approach is usually the starting assumption on a landmark building, not the default everywhere else.

Does Fire Escape Restoration Require LPC Approval?
It depends on the building and the exact scope. LPC rules draw a real line between installing, modifying, or removing one, and more limited maintenance or restoration that keeps the existing materials, details, and appearance intact. Work matching what's already there often clears a lighter review than a substantial alteration or a full replacement would. LPC Criteria
Section 2-22 of Title 63, the LPC's rules on fire escapes, lays out specific criteria, not a vague "historic sensitivity" standard. Reviewers weigh six things:
These factors shape how LPC reviews a project. They don't apply the same way to every building, which is exactly why a cookie-cutter restoration plan doesn't work on landmark stock.
Restoration vs. Replacement
Landmark boards lean toward keeping what's already there. Original steel, wrought iron, or cast iron carries weight in a designation report that a brand new replica never will, even one that looks identical from the sidewalk.
Pull it out and you're not just swapping metal; you're removing something LPC may have flagged as part of what makes the building or the block significant, and that can add months to your approval before work even starts.
That doesn't mean restoration wins by default. A structure with widespread structural failure sometimes costs more to save piece by piece than it would to rebuild from scratch, and at some point the preservation upside stops covering the extra labor. We look at the actual steel before we tell you which side of that line yours falls on.
Historic Materials
NYC structures aren't one material. We work on structural steel, wrought iron, and cast iron, and occasionally see all three on the same block, sometimes an older casting with additions welded on over the decades. Each behaves differently under corrosion and takes a different repair approach.
Where the original material is sound, we retain and treat it instead of replacing it by default. Where it isn't, we match new material and detailing, including finish, to what the district or the building's designation requires. Getting this wrong can jeopardize approval on a landmarked property, not just the finished look.

Surface rust doesn't automatically mean full replacement, and a corroded component isn't automatically a lost cause. We evaluate both on their own condition, not as a category.
Rebuild Standards
When a rebuild is the right call, we match structural steel, wrought iron, or cast iron to what the building actually has, then fabricate it into brackets, platforms, stairs, and railings that meet current structural requirements while staying compatible with the original design where preservation rules apply.
We don't rebuild in concrete. These structures were never built that way, and using a material the original structure never had isn't restored.
