Local Law 11 (FISP) & Fire Escape Compliance

NYC DOB · FISP Facade Inspection & Safety Program

New Yorkers still call it Local Law 11, but the city renamed the program FISP years ago—the Facade Inspection & Safety Program.

For buildings subject to FISP, DOB requires a Qualified Exterior Wall Inspector (QEWI) to examine the building's exterior walls and appurtenances on the required inspection cycle, which can include fire escapes.

SWARMP (Safe With a Repair and Maintenance Program) A condition exists but isn't an emergency yet A repair plan is filed and tracked; usually the lowest-cost outcome

One bad condition anywhere on the structure can drop the entire building into Unsafe, even if everything else on the facade passed clean. Catching a problem at the SWARMP stage almost always costs less and never comes with an emergency filing clock attached.

Who Needs to Comply:

Buildings higher than six stories are subject to FISP requirements and must follow the inspection and filing cycle established by DOB. The owner carries that responsibility directly, whether you self-manage, sit on a board, or hire a management company to handle it.
